Organization of the Port Bureau

1.The Port Bureau of the Ministry of Transportation and Communications is headed by a commissioner, who is assisted by two deputy commissioners, and a chief secretary.

2.The Port Bureau of the Ministry of Transportation and Communications is staffed with the following administrative units:

  (1) Internal Units: Planning Division, Maritime Affairs Division, Vessel Management Division, Port Affairs Division, Seafarers Administration Division, Maritime Safety Division, Secretariat, Personnel Office, Civil Service Ethics Office, 

Budget,Accounting and Statistics Office and Information Management Office.

  (2)Outstation Units: North Maritime Affairs Center, Central Maritime AffairsCenter, South Maritime Affairs Center and East Maritime Affairs Center.

Functions of the Port Bureau


Unit Responsibilities
Planning Division

The Planning Division is in charge of the following affairs:

 

Participating in and studying issues raised by international organizations.

Studying and drafting legislation and amendment and cessation of maritime related laws and regulations.

Planning and studying strategic development of ocean freight, ports, logistics, and harbor area free trade zones.

Collecting, studying, compiling, and managing information relating to international treaties and studying the feasibility of domestic implementation.

Studying international ocean freight cooperation opportunities and assisting domestic shipping service providers to participate in international cooperation programs.

Studying and drafting port administration policies.

Studying and drafting ocean freight trade agreements and negotiations.

Managing and supervising expatriate representatives.

Studying, organizing, and compiling information relating to legal affairs, as well as providing legal consultation.

Planning management and development of port information systems.

Other affairs relating to planning of policy and administration.

Maritime Affairs Division

The Navigation Division is in charge of the following responsibilities:

 

Studying and drafting legislation and amendment and cessation of maritime related laws and regulations.

Planning of navigation routes, vessel deployment, and issuance of route permits.

Maritime business registration, deregistration, change of registration, and inquiry of related fees.

Supervision of ocean freight alliance organizations and their operations.

Management of shipping between Taiwan and Hong Kong, Macau, and Mainland China.

Handling consumer protection cases involving violation of ocean freight related laws and regulations.

Supervision and management of foreign ocean freight businesses, including registration, deregistration, and change of registration.

Approval of commendations for outstanding ocean freight businesses.

Affairs relating to shipping treaties or agreements.

Other navigation related affairs.

Vessel Management Division

The Vessel Division is in charge of the following responsibilities:

 

Study and draft legislation, amendment, and cessation of maritime related laws and regulations.

Evaluation and approval of vessel building (procurement), alteration, repair, mortgage, trading, and dismantlement.

Supervision of vessel (including boat) inspection and measurement, and certification of load line/draft marks.

Supervision of vessel and boat registration.

Public announcement of vessel safety management and inspection, security policies, and security standards.

Supervision and management of vessel inspection institutions and issuance, renewal, and replacement of marine surveyor licenses.

Planning and approval of ship technician training programs, vessel technical standards, and marine survey technical standards.

Approval of non-R.O.C. flagged vessels entering non-international ports.

Planning and implementation of maritime mobilization related affairs.

Other vessel related affairs.

Port Affairs Division

The Port Administration Division is in charge of the following responsibilities:

 

Supervision of commercial port operation businesses.

Managing operations of domestic commercial ports (not including commercial ports in the municipalities of Kinmen and Lianjiang County).

Collection of commercial port service fees.

Implementation and supervision of port area free trade zone administration.

Supervision of port facility security.

Supervision of port area pollution prevention.

Management of public infrastructure in commercial ports.

Studying and drafting legislation and amendment and cessation of port administration related laws and regulations.

Supervision of port disaster emergency rescue.

Other port administration related affairs.

Seafarers Administration Division

The Maritime Labor Affair Division is in charge of the following responsibilities:

 

Planning of maritime workforce development and training, as well as collecting and studying information relating to adaptation of international treaties.

Studying and drafting legislation, amendment, and cessation of maritime labor affair related laws and regulations.

Maritime workforce planning and research.

Evaluation and approval for procurement of maritime workforce training facilities.

Management of maritime labor training institutions, licenses for operation of motor boats and yachts, and training institutions of such licenses.

Management of maritime labor training programs, competence assessment, and seamen examination and licensing.

Assessment for approval of maritime labor training plans.

Management of crew members engaging in aquatic sports.

Management of crew member permits, minimum safety quota, maritime labor criteria and inspection.

Other management and supervision relating to maritime labor and operation of motorboats and yachts.

Maritime Safety Division

The Maritime Safety Division is in charge of the following responsibilities:

 

Installation, maintenance, and management of lighthouses and navigation aid facilities.

Studying and drafting legislation and amendment and cessation of navigation safety related laws and regulations.

Planning and implementing navigation safety strategies.

Issuing Notice to Mariners.

Supervision and management of piloting operations.

Supervision and management of shipwreck rescue operations.

Supervision and management of salvage operations.

Handling maritime incidents and related statistical analysis.

Handling maritime incident investigations and convening investigation meetings.

Management and supervision of other navigation safety related affairs.

Secretariat

The Secretariat Office is in charge of the following responsibilities:

 

Management of seals, documents, and files.

Management of cashier operations, property, repairs and maintenance, procurement, and other general affairs.

Acquisition, management, and distribution of property used in the offices and dormitories.

Evaluation, coordination, and supervision of construction projects, including construction, expansion, and relocation of offices and dormitories of the Port Bureau.

Supervision and management of offices, dormitories, files, property, and vehicles of the Port Bureau and supervision of construction projects.

Planning, studying, implementing, and reviewing public relations policies, including liaison with the legislative council and mass media.

Management of general workers (including technicians and drivers) and security staff.

Contact and implementation of security measures relating to emergency rescues.

Affairs not delegated to other teams, offices, and centers.

Personnel Office The Personnel Office is in charge of human resource related affairs relating to the operations of the Port Bureau.
Civil Service Ethics Office The Government Ethics Office is in charge of employee ethics related affairs.
 Budget,Accounting and Statistics Office The Office of the Comptroller is in charge of annual budgeting, accounting, and statistics.
Information Management Office

The Information Office is in charge of the following responsibilities:

 

Planning and coordination of implementation of information applications and strategies.

Planning and management of the bureau’s information application environment.

Planning and implementation of information security.

Maritime Affairs Center

The Navigation Centers are in charge of the following responsibilities:

 

Supervision of maritime business operations.

Issuance, renewal, and replacement of maritime worker’s service handbook and competence certificate, and maritime worker supervision.

Supervision of vessel inspection, measurement, registration, and certification of load line.

Management of maritime incident investigation, salvage operations, and emergency rescue operations.

Management of maritime piloting operations and pilots.

Management and maintenance of navigation signs.

Maintenance and management of public infrastructure in commercial ports.

Implementation of port area free trade zone administration.

Management of port area pollution prevention.
