本作業係依據自由貿易港區事業營運管理辦法第8條，自由港區事業籌設完成後，應檢具下列文件及繳納審查費新臺幣2,000元，向管理機關提出營運許可申請：
1.申請書
2.展延或變更營運計畫核准文件
3.營運計畫書
4.貨物控管、貨物電腦連線通關及帳務處理作業說明書
5.新投資創設者，檢附公司設立登記核准文件
6.機器、機具設備之裝置、安全衛生設施、勞動條件、污染防治及相關文件
管理機關受理後，應會同相關機關（構）就自由港區事業工廠內機器、機具設備之裝置、安全衛生設施、勞動條件、污染防治及電腦連線設備實施營運、貨物控管、帳務處理等事項進行勘查。
勘查發現有未依計畫內容進行籌設者，管理機關及有關機關得限期命其改善；屆期未改善者，由管理機關駁回其營運許可之申請。
經勘查合格者，由管理機關許可其營運。

In accordance with Article 8 of the "Regulations Governing the Operation and Management of Free Trade Zone Enterprises", after the establishment of an FTZ business is completed, the enterprise shall submit the following documents and an application fee of NT$2,000 to the Management Authority to apply for operation permit:
- (1) Application Form
- (2) Document of approval about extension or modifying business plan
- (3) A business plan
- (4) The operating procedure description for goods control, the on-line operations of goods customs clearance and accounting operations
- (5) Copy of incorporation registration documents for newly invested and incorporated company
- (6) Layout of the machinery, machinery facilities and equipment, the safety and sanitation facilities, the labor conditions, and pollution control facilities and relevant documents
After receipt thereof, the Management Authority shall jointly with relevant competent authorities and organizations (institutions) survey and inspect the installation and layout of the machines, machinery facilities and, the labor conditions, the pollution control and computer equipment for its business operations, goods control and accounting.
If the above review finds out that any applicant fails to implement the plan and design in accordance with the program, the management authority and relevant department shall order the enterprise to correct the violation within a time limit; should the enterprise fail to correct the violation after the end of the time limit, the management authority shall deny its application for a business license.
If the applicant passed the review, the management authority will issue the business license to the applicant.
