Professional Training plans for seafarers shall be formulated by training centers before submitted to the maritime authorities for approval to ensure they are in accordance with the requirements of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978.

The training results shall be also submitted to the authorities for Competence Assessment. Seafarers who pass the assessment shall be issued Certificates of Proficiency(COP).

The training tuition fees can be partly funded by the authorities. However, foreign seafarers should attend the training courses at their own expense.
