  • We recommend including the following contents in the Maritime Disaster Emergency Response Plan:

    1. Basic information: It includes basic information of the vessels, the wind farms and the companies to which the vessels belong, expected operation time, operating area layout, and contacts.

    2.  Maritime Disaster Emergency Response Plan:

    (1)  It explains how to collect MetOcean information and methods to manage working vessels to prevent maritime disasters when MetOcean conditions worsen. The plan should include conditions under which control measures are implemented for entries/exits or vessel evacuation and subsequent harboring or berthing of controlled or evacuated vessels in terms of wind force scale or wave scale and methods of control. If fishing ports are used for berthing, the permission from the competent authority of the fishing ports must be obtained.

    (2)  It explains measures for effectively supervising, coordinating, directing, and responding in the event of maritime disasters. The plan should include disaster reports, personnel and equipment dispatch, emergency rescue measures, and follow-up recovery and prevention measures.

    3. Maritime disaster emergency response report and operation flowchart: It specifies the sequence of maritime disaster emergency reporting and response procedures.

    4. Maritime disaster emergency response organization and responsibility chart: It explains the overall framework, division, and the functions and responsibilities of the groups.

    5. Maritime disaster report unit contact list: It specifies the contact numbers, faxes, wireless communication radio channels, and other details of the offshore wind power units and government departments, which shall be regularly updated.

    6.    Reserved rescue capacity: It explains the reserved rescue capacity, whether tugboats are provided by the contractor, names of tugboats, whether contracts are signed with local suppliers, and proof of such contracts.

  • 1. In line with the offshore wind farm construction period, the Changhua Wind Farm Channel VTS will be completed and operational at the end of February 2021. After the Changhua Wind Farm Channel is implemented, sailing direction to the Changhua Wind Farm channel should follow the navigation rule.

    2. Before the implementation of the Changhua Wind Farm Channel, MPB specifically planned the navigation safety related supporting mechanisms for the characteristics of the offshore wind farm during the construction and operation period, in order to provide working vessels to navigate in accordance with’’ Working vessels of the offshore wind farm during construction and operation to the navigation safety regulations’’.

    3. The captain should evaluate the planned route carefully before the sailing, avoid disturbing ships in the traffic channel, and all relevant engineering materials must send to the Ministry of Communications Maritime and Port Bureau, MOTC and the Navy Command to issue a notice to mariners, this is to enable the notification can reach to the vessels promptly two weeks prior to the construction (please allow sufficient time for the administration).

  • All types of offshore wind work vessels (including services supplying vessels) should be installation AIS and long-term opening, the correct set of ship information, so that a variety of marine ships can correctly identify and enhance the safety of navigation.

  • 1. The captain should evaluate the planned route carefully before the sailing, and comply with「convention on the international regulations for preventing collisions at sea,1972」which  rules of navigation show the lights and shapes on day and night.

    2.For navigation safety, where it is necessary to use the navigation channel for navigation, vessels may navigate within the buffer zone between the east and west side of the Changhua Wind Farm Channel and the wind farm in accordance with the regulations of the channel.

  • 1.For the purpose of issuing a notice to mariners, relevant construction information of each wind farm shall be submitted to the Naval Meteorological and Oceanographic Office and the MPB one month prior to construction (except for cables and ducts). The information shall also be submitted to the Fisheries Agency and Council of Agriculture, Executive Yuan, which shall forward it to fishermen's associations and the Fishery Radio Station to inform fishing vessel crews. The same shall apply for construction project changes.

    2.The type of working vessels (such as a large transport barge or a working ship when towing) should submit a navigation plan to the aviation authority of the departure place two weeks before the operation, and please issue a notice of the ship, which should include the following:

    (1) During the voyage,

    (2) Maritime planning,

    (3) day and night warnings and navigational warnings,

    (4) keep AIS and VHF open,

    (5) Vessels / shore emergency contact method.

    3.Number and spacing of wind turbines.

  • 1.“Aids to navigation” are traffic signals on the sea and they are important facilities that help vessels navigate into safe waters. Aids to navigation include lighthouses, light poles, radar beacons, fog horns, and automatic identification systems. To prevent installers of aids to navigation from establishing their own standards and causing misunderstanding between vessels in navigation, the Bureau, based on the authorization granted in the “Aids to Navigation Act”, referenced the standards of the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), experience accumulated in developed countries, and recommendations of experts and scholars in the establishment of the “Technical Specifications for the Installation of Aids to Navigation.” The legislation requires installers of marine facilities to specify a safety area that surrounds the marine facilities for installing aids to navigation and take appropriate measures to ensure the safety of navigation and the marine facilities.

     “Technical Specifications for the Installation of Aids to Navigation” are established in accordance with Article 4, Paragraph 5 of the Aids to Navigation Act”. Chapter 3 of the Specifications is dedicated to regulations on aids to navigation for offshore wind farms in Taiwan.
