  • 1.Before purchasing a foreign vessel, the applicant shall first submit the application form, vessel purchase contract (or letter of intent), vessel specifications, operation plan, and other related information to the Maritime and Port Bureau of the Ministry of Transportation and Communications (hereinafter referred to MPB) to apply. MPB shall issue approval documents and assign the vessel number. Where necessary, the applicant may also apply for a temporary nationality certificate.

    2.Vessels navigating in the inland waters:

        (1)Where inspections in a foreign country are required, the applicant shall apply for inspections with the CR     Classification Society (CR) and obtain related inspection reports before applying for the issuance of the vessel     inspection certificate, vessel load line certificate, and vessel tonnage certificate from MPB. The applicant shall be     required to use these certificates for vessel registration.


        (2)Where domestic inspections are required, the applicant shall apply for inspections with MPB and obtain the

        vessel inspection certificate, vessel load line certificate, and vessel tonnage certificate from MPB. The applicant

        shall be required to use these certificates for vessel registration.

    3.Vessels navigating in international waters:The applicant shall apply for inspections with the CR Classification Society (CR) and obtain certificates in accordance with related international conventions. The applicant shall be required to use these certificates to apply for vessel registration with MPB.

    4.Companies with ships registered as a R.O.C.-flag ship shall meet regulations in Article 5 of the Law of Ships.

    5. According to the " allowed age limit for import of built vessel" specified in Article 15-1, Paragraph 2 of the Law of Ships, the age of imported working vessels may not exceed 12 years and the age of exploration vessels may not exceed 15 years.

    6.Before applying for converting a foreign work vessel produced in Mainland China to R.O.C.-flag vessel, the applicant shall consult the target industry’s competent authority and obtain documents certifying the results of joint national security assessments.

  • 1.  The applicant shall submit the application form, vessel purchase contract (or letter of intent), vessel specifications, operation plan, and other related information to a Maritime Affairs Center of the Bureau to apply for the purchase and construction permit and obtain the assigned vessel number.

    2. For vessels assigned to navigation in international waters or vessels built in foreign countries and assigned to navigation in inland waters, the applicant shall apply for inspections with the CR Classification Society and obtain certificates for related international conventions or inspection reports before applying for the issuance of related certificates and vessel registration with MPB.

    3.For vessels built in the R.O.C. and assigned to navigation in inland waters, the applicant shall apply for inspections with MPB and obtain the vessel inspection certificate, vessel load line certificate, and vessel tonnage certificate from MPB. The applicant shall be required to use these certificates for vessel registration.

  • 1.According to the "Operation Directions for Foreign Flag Ships Apply to Stay in Any Harbor or Port Other Than Those Announced as International Ports by the R.O.C. Government" announced on August 2, 2019, to apply for the use of foreign working vessels in the construction of offshore wind power generation facilities, the applicant shall first obtain documents certifying the use of the vessel from the Bureau of Energy, Ministry of Economic Affairs and appoint a shipping agency business to apply for the permit from a Maritime Affairs Center of the Bureau.

    2.The applicant shall prepare related documents specified in Article 3 and Article 7 of the aforementioned Operation Directions for the application.

    3. The review takes approximately 7 working days.

  • The applicant cannot apply for the use of owned by Mainland Chinese companies and Mainland Chinese working vessels in the construction of offshore wind power generation facilities with MPB in accordance with instructions provided in Item 3.

  • 1.The applicant shall apply for an extension with the Maritime Affairs Center 20 days prior to the expiry of the permit period.

    2.Where the applicant fails to apply for an extension 20 days prior to the permit period, it shall suspend operations upon the expiry of the permit. The vessel shall return to the international commercial port, and may only restart operations after obtaining approval from MPB.
