此圖說明自由貿易港區貨物出口無加工證明書申請流程，區分為資格審查與證明核發兩階段，包含文件檢附、管理機關審查、補正、核發與退件等作業程序。
本作業係為協助自由貿易港區(簡稱自由港區)事業發展創新營運模式，對於國外貨物進儲自由港區後再輸往國外，且進儲期間未改變原形態之貨物，自由港區事業得視需要向管理機關申請核發「進儲自由貿易港區貨物出口無加工證明書」(簡稱無加工證明書)，以擴展自由港區業務。
一、第一階段：資格申請應檢附文件（1式2份及電子檔）
自由港區事業應檢附下列文件向管理機關申請：
(一) 申請書。
(二) 操作模式說明資料。
(三) AEO安全認證優質企業證書影本。
二、第二階段：無加工證明書核發
自由港區事業填妥並檢附下列文件，向管理機關提出申請:
(一) 申請書
(二) 證明書1式3份
(三) F1與F5報單影本。
(四) 管理機關核發之申請同意書。
(五) 其他相關證明文件。

This procedure is designed to assist Free Trade Zone (FTZ) enterprises in developing innovative operational models. For foreign goods that are stored in the FTZ and then re-exported abroad without undergoing any change in their original form during the storage period, FTZ enterprises may, as needed, apply to the administrative authority for the issuance of a "Certification of No Processing for Free Trade Zone cargo", thereby expanding their FTZ operations.

1. Step 1: Eligibility Application Documents (Two Copies and an Electronic File)
FTZ enterprises must submit the following documents to the administrative authority:- (1) Application form.
- (2) Information of operating model
- (3) Photocopy of AEO certificate.

2. Step 2: Issuance of the Certificate of No Processing
FTZ enterprises must complete and submit the following documents to the administrative authority for the issuance of a Certificate of No Processing:- (1) Application form.
- (2) Certificate in triplicate
- (3) Photocopy of import and export declarations
- (4) The permit from step 1
- (5) Other relevant document(s)
