The Maritime and Port Bureau (MPB) of the Ministry of Transportation and Communications (MOTC) announced today (May 12) that the Tokyo Memorandum of Understanding (Tokyo MOU) released its latest 2025 Port State Control Annual Report on May 1. Taiwan demonstrated outstanding flag state performance, earning designation as a “High Performance” flag state and ranking fifth globally among the 66 countries evaluated. This result marks Taiwan’s best performance to date and places its vessel management performance ahead of major maritime nations such as Japan, Germany, and the United Kingdom.
The Tokyo MOU is one of the world’s most important port state control (PSC) cooperative organizations and aims to eliminate maritime safety and marine pollution risks associated with substandard vessels. As Taiwan falls within the Tokyo MOU inspection region, the evaluation results provide a direct reflection of the effectiveness of Taiwan’s flag state management. This year, the Tokyo MOU replaced its previous “white, gray, and black list” classification system with new categories of “High Performance,” “Medium Performance,” and “Low Performance,” while maintaining the same evaluation criteria based on the number of vessel inspections and detentions at member-state ports. Taiwan-flagged vessels have achieved a “Zero Detention” record within the Tokyo MOU region for two consecutive years. In addition, Taiwan’s CR Classification Society was also recognized in the “High Performance” category, ranking ninth among 106 classification societies. These achievements demonstrate that Taiwan’s vessel supervision system is fully aligned with international standards and has become a benchmark for global maritime administration.
Director-General Hsieh-lung Yeh of MPB emphasized that maritime transportation is vital to Taiwan’s economic development. The MPB has continued to closely monitor issues related to the navigational safety and environmental performance of Taiwan-flagged vessels operating worldwide, while actively advancing the incorporation of International Maritime Organization conventions into domestic legislation. In recent years, the bureau has also collaborated with the CR Classification Society to implement vessel management enhancement initiatives, including targeted inspections for ships operating in sensitive areas and high-risk routes. Through the International Safety Management Code evaluation system, shipping operators are also encouraged to strengthen risk management and corporate responsibility practices. Looking ahead, the MPB will continue working with leading domestic shipping companies and the CR Classification Society to further strengthen vessel management practices and advance toward the goal of achieving “A to A+” performance standards, thereby enhancing competitiveness in the international maritime market.
